I AM directed by Mr. Secretary Morley to acknowledge the receipt of your letter of the 5th ultimo on the subject of railway communication between Burmah and Yunnan, and to forward, for the information of Sir E. Grey, a copy of a despatch which he has addressed to the Government of India.
On the receipt of a reply from that Government a further communication will be addressed to you.

My Lord,
WITH reference to the telegram from your Excellency's Government of the 15th December, 1907, Secret, on the subject of the Burmah-Yunnan railways, I forward for your information a copy of a letter to the Foreign Office of the 22nd January last, and of the reply from that Office dated the 5th ultimo.*
2. I shall be glad to be informed at an early date whether your Government would be prepared to recommend the grant of a guarantee to a loan for the Burmah-Tengyuoh line, should a Company be found willing to undertake its immediate construction, as suggested in the penultimate paragraph of the Foreign Office letter, and, if so, subject to what general conditions.
